Derived Age for Additional Life & GTL

The derived age for Additional Life and GTL should be the age of the person on the last day of the previous year. So if an employee was 49 on 12/31/08. He would be considered 49 for the entire calendar year of 2009. 
System is not calculating the age this way. It is using the age that the person is going to be during the calendar. So if an employee was 49 on 11/01/2008, his derived age for 2009 is 50.

This needs to be corrected. How is this done or what is the navigation?
