Database software & Grid

Do you have to have the oracle database software installed (i.e. Oracle 10.1.0.4) BEFORE the Grid Control software can be installed? I asked this question of an Oracle Rep working with me on a Grid problem, but was told that his group only handle EM questions and I would have to ask my question to the database team.
