Disable Total Burden Cost for Capital Projects

In our initial implementation the TBC was configured to create a Balance Sheet reclassification for all Capital Projects.  It was found this approach did not work after going live because it does not include Purchasing Accruals which are charged to the GL capital account defined for the Project and do not interface to Projects (unless you do this for all expenditures). 

General Ledger Mass Allocation is better suited for the reclass in the GL.

We tried to turn off TBC but found this cannot be done and was confirmed by Oracle Support and Oracle Developers.

As the customer is having CIP cost type as "burden", they should generate the total burden cost
