OTL: Facing problem While Creating LOV

 Trying to create LOV in OTL -Project timecard.

Error Message :
Message not found. Application: HXC, Message Name: HXC_CUI_ERROR. Tokens: CUI_ERROR_CODE = LOV_NULL_COMPONENT_ALIAS;

Please suggest where I am wrong

while creating the LOV.
