Placement error for CRS INST resource

 We have a 2 node RAC with a DB (spproj) that we clone every night (RMAN duplicate). All has been well with the clone but....

Recently, when the clone is done and the DB is started, one of the nodes gets a PLACEMENT error on the ora.spproj.spproj1.inst resource. Cant start that instance...we've tried to stop/unregister/register and it still has a placement error.

only solution so far is to restart cluster services completely. Saw on metalink sometime this is caused by an errant (NTS) parm in the sqlnet.ora for non-windows environs but thats not our issue, we checked.
