Who can execute "alter session set events"?

 What privileges are needed in order to execute "alter session set events ..."?  It works for my higher level users (system, schema owner), but I need to trace sessions for my basic users, too.  Basic users get "insufficient privileges" errors.  I tried granting resource, but that did not resolve it.
