Incomplete Invoices Report

 AR department forgot to run the Incomplete Invoices Report for April and May.  When they did run it there were invoices on the report for those months.  Both the April and May periods closed without a problem.  We are on 11.5.8.  I was surprised the periods were able to be closed with these invoices needing to be fixed.  Anyone else have experience with this... or any thoughts why?
