Tax rates being applied to only the ship to location

 Hello,

     We are implementing 11,5,10  APPS.  We are having Tax issues.   When we bill an order, the taxes that are being applied are the tax rate of the  ship to address location zip code,  NOT from our ship from org.    We are expecting to see taxes applied  to our invoices for what our tax rate here at our buisiness's zip code location.

     Any help is appreciated
