Legal Usage of PBWC – (T) Negotiations

If a specific customer has license for Purchasing module and there is no possibility to get the license for Sourcing

 Is it legal to use functionalities included at PBWC – (T) Negotiations such as scoring teams…etc?

Also, is legal to set the profile option [PO: Allow Autocreation of Oracle Sourcing Documents= Yes] to use the feature of creating new RFQs at PBWC - through Document Builder because I need to use new features at R12 like Document Styles [Outcome]?
