Can I install (re-instll_ just enterprise manager?

Hi,

I messed up on patching from 11.1.0.6.0 to 11.1.0.7.0 on Windows 2003.  Everything is working fine except Enterprise Manager.  Going into emctl from the command line is throwing this error:
