Electronic invoicing in Europe

in Receivables - EBS (MOSC) Question
I am about to start sending customers located in Europe our invoices via email (we are also located in Europe).  I am concerned that some EU member states require that invoices sent to customers are required to be digitally certified for VAT purposes.  Can anyone comment on this issue?  Anyone out there that is sending customer invoices via email in Europe?
