Material Absorption Rules on inter-org transfers in a complex distribution network

 We are implementing cost management in a manufacturing/distribution network covering 5 regions of Canada.

We want to use the material absorption rules to capture a transfer cost (item specific cost) when the item is transferred from one region to another, but not when the item is transferred between inv orgs within the same region.  For example: 

Transfer overhead is realized when transferring from Region1/Whse11 to Region2/Whse22.

Transfer overhead is not realized when transferring from Region2/Whse21 to Region2/Whse22.

How can we control this?
