Can Oracle access websites directly?

I'll start off by saying I'm new to XML and didn't know in which community to post this. I'm mainly looking for someone to point me in the right direction so I know what documentation to look at.
We're running Oracle 10.2.0.4 on Solaris. We have some php that passes xml (getting this info second hand) to a website (gmail) in order to change the password for a user's email addy. We're wondering if we can dump the php, if Oracle can access websites directly? Anybody know anything about this and can point me in the right direction? Judging by the "Oracle® XML DB Developer's Guide" this looks like it might be possible. Thanks!
