Trying to alter function for attachments to allow update only at certain times

 Hi all,

I am trying to change the function on the ECO form attachments to only allow changes to the attachment if the ECO has not been submitted for approval or has been rejected.    The sql part of this functions form is very cryptic.  I have no idea what I am supposed to

do within this form.  Has anyone else tackled this?
