Blanket Purchase Agreement not imported

hi,
i'm trying to create Blanket Purchase Agreement thru interface. i am populating the tables PO_HEADERS_INTERFACE and PO_LINES_INTERFACE then run the Import Price Catalog concurrent request to import the records however my records are being rejected. i've checked the PO_INTERFACE_ERRORS table but there were no records.
