Upgrading Apps from 11.5.10.2 to R12 - Question about Migration Path

It has been mentioned to me that the only way to arrive at Release 12 of the e-Business Suite is to do a re-implementation and data conversion.  Is this true?  Is there no way to patch up from R11.5.10.2 to R12?  I patched from R10.7 to R11i with no problem.

Can I patch up from R11.5.10.2 to R12?
