iProc - v11i - Pcard info not pulling consistently

 We are trying to use iProc pcard functionality and I am encountering the following problem:

I am a pcard enabled buyer, the supplier site is pcard enabled (but it is not a supplier pcard it is a buyer pcard) and the category is marked for iProc. 

I create a req and the pcard data appears on the req I change the name on the requestor from me to John Doe (who is not a pcard holder) and the pcard data still works and pulls into the po.

Then I create a new req using the exact same supplier site, and category but I enter Jane Doe (who is not a pcard holder) as the requestor and the pcard data does not pull into the req or the po.
