How to Ensure the Concurrent parameters 'From Date' and 'To Date' are entered for the same Finacial

How to Ensure the Concurrent parameters 'From Date' and 'To Date'  are entered for the same Finacial Year
if it voilates ,it shoudnt allow the user to Submit a request.

I tried with Security Rules ,
 Created a New Value set with Formate Type as 'STANDARD DATE'  ,Security Type 'Non-Hierarchical Security',Size=11,
and Validate Type ='Independent'

But When i Use above Valueset with Validation Type as 'Independent' ,
I am not able to Enter any Value in the Parameters Form of From Date or To Date
It Throws following Error:
No entries found for List of Values
