Converting commitment data from a legacy system to Oracle PA

We are in the process of documenting the functional requirements for a data conversion from a legacy PeopleSoft PA system to Oracle PA.  I understand how budgets and actuals can be converted as there are API's and open interface tables.  However, I have not been able to find any information on converting commitments from the legacy system into Oracle PA and this is a requirement. 

Please let me know what some of the options are.
