Manage ECO via Hierarchy and Propagation

Hi

We are trying to learn how to manage ECOs across multi-orgs in an efficient manner. We have multiple mfg org's that share some components and some assemblies. We have tried propagation with some success but find inconsistent results.  IS there a set of rules or whitepaper that explains the functionality? We do not use commn BOMs. (there is some concern that this may not be a good fit for us)

for example,

Do all items need to be in all orgs?

Do all BOM's need to be in all orgs?

What role does MASTER play in this?
