Control billing by top task

Hi Everybody,

 

I am newly joined in this forum with a doubt... Can somebody give me a detail explanation about 'control billing by top task' and why the 'ready to accrue' flag and 'ready to bill' flag is required at this level when we have the similar kind of flag at task level
