why CRS is not supported for RAW?

Hi all, We are having  2 node RAC oracle 10g RAW device and HACMP plus oracle CRS.we are planning to upgrade p5 into p6 series. so while upgrading this we are trying in some testing environment. in that i came to know that CRS is not supported for RAW we need HACMP . so can anyone explain me why oracle CRS is not supported for RAW and why still we depend on third party clusterware(HACMP)?
Any documents is there for this? if so pls let me know.
