Grid control and db startup problem

Dears.
Grid control release 10.2.0.3
Target database which monitored by grid control is 10.2.0.4
If I startup target database from grid control and when connecting sqlplus "/ as sysdba" into terminal, it says connected to idle instance.
and trying to startup in terminal raises error (must raise of course) such as "database mounted already".
However, starting database from terminal first, there is no any problem viewing it's state from grid.
Any ideas?
