Creation of IB Template - Project Manager required?

In creating an new IB template, received a Project Status Change Error Message.  Message is: Please enter an active project manager for this project in order to change or update.  The template is in an Unapproved status, we do not add the project manager at this step and it has never been a requirement.  Is this an error or has there been a set-up requirment change.
