changes to closed purchase orders

A standard po has been matched and paid, the po status is now closed.  Why can Buyer still change quantity, etc and resubmit for approval?  Is this standard functionality?  We have not used Finally Closed status per our implementation consultants though truthfully we can no longer remember the reason they suggested this.  Other than changing to Finally Closed, are there setup or profile options to prevent user from updating a closed po?
