FRM-92050: Failed to connect to Server<hostname>9008

when we  select responsibility i got FRM-92050: Failed to connect to Server<hostname>9008 details showing below like

details java exception:
java.net connectexception:operation timed out connect
at java.net plainsocketlmpl.socketConnect (native method)

for above problem only test instance  but he can able to login production instance and two uses has faced this problem other can able to login test instance.

can you help me,
