Need help moving OEM Management Server (repository as well) from old server to new server

We are an Oracle 9i on windows shop and over the weekend I moved 13 databases from  two windows 2000 servers to two newer windows 2003 servers.  We have 9i oem mgt server running as well and I am trying to set it up on the new servers but so far not much luck. 

I copied the repository db over (with the create db from backup controlfile) and was able to install oem mgt server but since then I have shut the db down and brought it over again.  When I log into oem its very slow and sometimes hangs up.  My jobs, events, etc are still in the library but when try and start them in the new env I run into problems.
