OTL: Element Input attributes

Hi

I have read that the inputs for OTL elements must be user enterable and required;  but ideally, our customer doesn't want this as the element input values will be populated via an interface and doesn't want the element input values to be open in Oracle Payroll.

Does anyone have experience of why the element input values are stated as being required and user enterable?  what impact will this have if I leave them unchecked?
