Unable to Find/Add stamped disk in ASM

I have a Windows system hosting a database.  My problem is that I have replaced a disk in a disk array but I cannot see it thru ASM.  I configured the disk via the Dell utilities, then partitioned it with DISKPART, then stamped it with ASMTOOLG, but I cannot see it as a candidate disk in ASM.

I've done this many times before with success.  All I have to do is partition it, stamp it, then go into the Disk Group screen of OEM, then click Add to add a new disk to the disk group.  A newly stamped disk should show up as a candidate to be added to the ASM disk group and be rebalanced onto.  Yet this time, no disk shows.  There are no errors, I see no errors in the Event Viewer, no disk level errors.
