Is it possible to make the Dock Manager screen VIEW ONLY?

We are using the Dock Manager screen.   We want to give a certain role/level access to view the dock manager screen, but we do not want the user to be able to schedule, reschedule, adjust appointment, remove appointment, etc. 

I though maybe I could just remove the SAVE button, so that if the user did some action, he could not save it.  This screen is not like other screensets in OTM, or at least I can not find it as a screenset.

I tried looking at the

uic/location/AppointmentManager.xsl

uic/location/AppointmentManager.xsl

and I don't see any reference to the SAVE button at all, nor do I see it including any other stylesheet.
