R12 Purchasing; only encumbrance journals are being created; actuals are not created

 We recently upgraded one of our development instances from 11.5.10 to R12.  I can create Reqs and POs, but when I run the Transfer Journal Entries to GL process, only entries that come over to GL are encumbrance.  The actuals are not created.  Has anyone come across this issue?
