Ask For Promotion - Visibility not limited to Qualifiers

Has anyone found a work-around for the Ask For Promotion modifier?   See doc id 402378.1.  The "Ask For" Promotional modifier is visible in the List of Values, it can be chosen; however, after saving the line the modifier will not be applied if the qualifiers are not met.   This modifier should not be visible to users in the first place.
