Help Needed on User Management

I have a few questions on User Managment in the new 'my oracle support'. I can't find anything in the help that is available on 'my oracle support' that answers these questions.
.
1) I am a admin on our site but in User Management I can click on some users and I get the message "The user has requested that their profile not be shared". So how does an admin maintain (modify or remove) a user's account that has made this setting? How does an admin get around this limitation?

2) I'm getting calls from users that are now looking at 'my oracle support' because they are getting the emails about this being forced on them soon and they are looking around and getting onto the collections page and calling with questions on if they should download this stuff or not. We don't currently use configuration manager and unless forced to never will use it and even then probably not because we won't exponse our severs to the internet. I can't find any way in user management to stop the users from having the ability to download from the 'collector' tab. If I uncheck
