Budget status is showing In progress system has not calling PRC: Process Work Breakdown Structure Up

 Hi
we have created one project and define budget for that project , it is showing in progress, not going to working status ,

one thing i notice you same thing i could define budgets  other operating units, system calling PRC: Process Work Breakdown Structure Updates ,
but above problem i have faced new legal entity  and WBS also different to both.

Can you help me
