How to create a manual delivery in Order management

Hi I have been using Order management for a while and I know that we can autocreate deliveries  from the delivery lines created after the pick release process. I read in the shipping execution user guide,that we can create the manual deliveries. However I am not sure how I can do that. I tried assigning shipping execution responsibilities ,but I don't see any function like Create delivery or anything like that.
What I am missing? or is there any setting that needs to be set for creating deliveries, trips ,stops etc.
I need this asap, so any quick help is highly appreciated.
