database connection error using SQL*Plus

  SQL*Plus gets ORA-12154: TNS:could not resolve the connect identifier specified 

Testing connection with Net Confiuration and tnsping are both  successful. 

This is Oracle 10G client on Windows Server 2008.

Any suggestions on how to correct this problem?
