Repitition of Segment1- Po Headers Table - Single Instance - Multi Org

Is Segment1 in po headers table unique in an instance (MultiOrg Environment)? In other words,

Can Oracle allows users to create a PO with the same number which is already used by different OU and Business Group?

If answer to the above question is YES. can you elaborate a scenario?
