Oracle 10g and DTC on Windows 2003 server

this morning we had a couple databases that showed they were running with their windows services but they were down.  We restarted the service and the databases came up fine. 

Our network admin was in last night working on the virtual server env and below is what he had to say about the issue:

I didn’t bounce the Physical, but I bounced the virtual about a quadrillion times.  I don’t do anything special inside the VM, then just Start-Shut Down-Reboot.  I did notice that some services were not starting on DEV3, and it looked like it was a corrupt DTC log.  I flushed the DTC log on that server and restarted DTC, but I did NOT restart Oracle.  If Oracle relies on DTC, then that would have been the issue, since I didn’t reboot after the DTC started successfully.
