iSetup Migration question

This question was originally posted in the Diagnosibility community, but i"m hoping it can be addressed here.      1. When we try to go to iSetup and do a migration it says DBC file is not found. Can somebody share more info on this? Is this some sort of an installation or setup? Is it easy to fix?
