R12 - Personalizing the PO Entry form

Hi, I am hoping you can help.

We operate a single org environment in a global outfit. We need to prevent users from seeing POs with ship_to locations other than what the location on the employee's assignment is. I.e.:

The employee Peter has location 'Dubai' assigned on his HR record.

Peter is a buyer, and when using the PO Entry form, he must only be able to see POs where the Ship_To location is = to 'Dubai'.

Is this possible to achieve with a personalization?

How would that be done?
