Oldest date placed in service..

Hi,
I am trying to load an asset whose date placed in service is 21 jan 2000 in
Which is not allowing showing an error as APP-OFA -48392 The date placed in service
 must be on or after the oldest date placed in service you specify in the system controls

when i referred metalink it has referred as this date was taken from system controls..
Now i need to change this System control date thn only i can add an asset..

my system controls i have defined Oldest date placed in service as  01 APR 2000.. is it a one time setup or is any way to change this
