Deleting distribution sets

Is there a way to delete distribution sets from the fron end?  Since there is no permanent assignment of these distribution sets, it seems that I should be able to delete the record, however Oracle is throwing an error asking me to distribute all units.  I understand I can end-date it, but I would like to remove it entirely.  Has anyone else had this issue?
