Master and Org items is able to be updated though QUERY_ONLY=YES

I have created a copy of the INVIDITM function for query only.  Type is set to 'Form', Maintenance Mode Support = None, and Context Dependence = Responsibility.  Form is 'INVIDITM', Application = Inventory, and parameters = QUERY_ONLY=YES.  Users are able to make changes and by pressing F4 to exit users are prompted to Save.  If they choose 'YES' it saves.  Query the item and the changes did take effect.  Not sure if there is somthing I missed or a bug for this.
