Applying Freight Charges on Service Contracts

 I cannot figure out how to apply a freight charge to a service contract that contains fulfillment lines.  For example, we're selling a one year magazine subscription for $120.  Since we're shipping the product to the customer every month, we want to charge them 10% shipping & handling or $12, which would result in a total charge of $132.  Is this possible in OKS?
