Shipment is closed but line is open, why??

Hi,

I am facing the issue like, My PO is in Open status it has two line one is closed and second one is open.At shipmentment level for the second line ordered qty is equal to received qty and the closure status is "closed for receiving" then why the second line is showing open.

Please let me know the reason asap.

I need urgent help!!!
