PX Deq Credit: send blkd

On our data warehouse database, some times we see from OEM performance tool that active session spike and PX Deq Credit: send blkd is often among the top wait event. I think this is probably related to paralell processes, maybe too many of them for some queries. This sometimes happen when user access the database running query  using MS ACCESS.  Am I correct? How do I control paralellism so that users does not unknowingly start a query that overwelm the database because the parallel processes?
