Create star item without using WIP

 Is it possible to create a "*" item without using WIP?

Want to build configurations for services which will be converted into service contracts/billing.

Using the vision example of copiers, I want to setup a model with option classes of copiers (finished good), attachments (finished good), installation (bill only), warranties, and billing options (counters).
Based on the selections, I need to create the configured, customer specific bill (aka Star Item).

Using the seeded "Line: Generic" workflow, the "Create Configuration" node is failing as none of the component items are WIP enabled.

Suggestions?

WF extensions are a possibility as we have other extensions being built to tie the warranty lines to the Finished Good lines.
