Buyer Updating Req with Comments

 When a buyer picks up a req for autocreating them, is there a way the buyer can leave a note back out on the req providing the reasons behind why the buyer can't procede with the autocreate? The common reasons are vemdor is not approved, vendor site is not set or vendor is on hold etc.
