OCSG SIP and Non-IMS

 hi,
OCSG SIP Plugin configuration, tries to communicate with underlying IMS network via ISC Controller URI, right? 

What if underlying network is non-IMS? Can i use SIP in that case also e.g. by using IMS ISC Gateway which translates SIP to non-IMS / 2G telecom network.
