Excel Budget Functionality

Hi,

We are in the process of testing the Excel Budget Upload functionality and are running into a few odd  behaviors - the first of which is the fact we cannot copy and paste values into the budget templates even with the sheet unprotected.  I'm specifically trying to paste into the Task Number and Task Name fields.  Any thoughts would be greatly appreciated.
